3-year contract, renewable Government project Hybrid work arrangement As a Senior Project Manager, you will be a key member of HDB's IT team, responsible for analysing, designing, and implementing technology solutions that support HDB's business operations and strategic goals. You will work closely with business stakeholders, developers, and vendors to translate complex business requirements into robust, scalable system solutions. In this senior capacity, you will also provide technical leadership, mentorship and contribute to the continuous improvement of IT processes and practices within the organisation. Responsibilities Lead end-to-end systems analysis and design activities, including requirements gathering, process modelling, and solution architecture for new and existing systems. Collaborate with business units to understand operational needs and translate them into clear, detailed functional and technical specifications. Oversee system integration efforts, ensuring seamless interoperability between internal systems and external government platforms such as Singpass, Corppass, and GovTech services. Manage and coordinate user acceptance testing (UAT), ensuring that delivered solutions meet business requirements and quality standards. Provide technical guidance and mentorship to project team members. Monitor system performance, identify areas for improvement, and drive initiatives to enhance system reliability, security, and scalability. Prepare and maintain comprehensive documentation including business requirements documents (BRDs), functional specifications, system design documents, and test plans. Manage relationships with external vendors and system integrators, ensuring deliverables are met on time, within scope, and within budget. Stay current with emerging technologies and industry best practices and proactively identify opportunities to apply them within HDB's context. Experience Required Candidates should have at least five years of relevant experience in systems analysis, IT project delivery, or a related field, preferably within a large enterprise or public sector environment. Demonstrated experience in managing full project lifecycles, from requirements gathering to deployment and post-implementation support, is essential. Candidates should have solid hands-on experience in application development using technologies such as Java, JavaScript, Angular, SQL, and web and object-oriented programming frameworks. A good understanding of SDLC methodologies, whether waterfall, agile, or hybrid, is expected. Prior experience working with government digital services or familiarity with Singapore's whole-of-government IT frameworks will be an advantage. Possession of relevant professional certifications will be advantageous.
