Job Summary The successful candidate will lead and manage the Procurement & Tender team in overseeing all procurement, sourcing, tendering, and commercial activities for M&E projects. This role requires strong expertise in mechanical and electrical systems procurement, subcontractor management, tender evaluation, and cost optimisation. The candidate will develop and implement procurement strategies, manage supplier and subcontractor relationships, and ensure timely procurement of M&E equipment, materials, and services to support successful project delivery. The role will also provide leadership to the team in achieving operational excellence, cost efficiency, and business objectives. Key Responsibilities Lead, manage, coach, and develop the Procurement & Tender team to enhance performance, capability, and productivity. Oversee the end-to-end procurement process for M&E projects, including sourcing, tendering, evaluation, negotiation, purchasing, and contract administration. Manage procurement of M&E equipment, materials, and services, including but not limited to HVAC systems, electrical systems, ELV systems, fire protection systems, plumbing and sanitary systems, and related specialist works. Review tender documents, specifications, drawings, and technical requirements to develop accurate cost estimates and competitive tender submissions. Coordinate with Engineering, Project, QS, and Operations teams to ensure procurement strategies align with project requirements, budgets, and timelines. Evaluate supplier and subcontractor quotations to ensure competitiveness, technical compliance, quality standards, and commercial viability. Lead negotiations with suppliers, manufacturers, subcontractors, and vendors to secure competitive pricing, favourable contractual terms, and reliable supply arrangements. Manage and develop strategic relationships with M&E suppliers, subcontractors, consultants, and business partners. Ensure all procurement activities comply with company policies, project specifications, contract requirements, safety standards, and regulatory requirements. Monitor M&E market trends, equipment pricing, lead times, supplier capabilities, and industry developments to support effective procurement planning. Develop procurement strategies to improve cost efficiency, reduce project risks, and optimise supply chain performance. Review and assess subcontractor capabilities, including technical competency, financial stability, past performance, and project experience. Support tender preparation through cost analysis, value engineering opportunities, alternative product evaluations, and commercial assessments. Monitor procurement schedules and ensure timely delivery of M&E materials, equipment, and services to meet project milestones. Prepare procurement reports, cost analyses, supplier evaluations, and management updates for senior management. Support budgeting, forecasting, contract negotiations, and procurement planning activities. Identify opportunities for process improvement, cost savings, and risk mitigation within procurement operations. Preferred Qualifications & Competencies Bachelor’s degree in Mechanical Engineering, Electrical Engineering, Quantity Surveying, Procurement, Supply Chain Management, Business Administration, or a related discipline. Minimum 8–10 years of procurement and tendering experience within the M&E, building services, or construction industry. Proven experience leading procurement and tender teams for M&E projects. Strong knowledge of M&E systems, equipment procurement, subcontractor management, tender procedures, and contract administration. Experience in evaluating M&E tenders, reviewing technical submissions, negotiating commercial contracts, and managing supplier performance. Strong understanding of M&E project requirements, specifications, drawings, and construction processes. Excellent leadership, negotiation, communication, and stakeholder management skills. Strong analytical, commercial, and problem-solving abilities. Proficient in Microsoft Office applications and procurement/tender management systems. Ability to manage multiple projects, prioritise workloads, and perform effectively under tight deadlines. Self-motivated, results-oriented, and able to work independently while collaborating effectively with cross-functional teams.
