Procurement Specialist |18 Months Contract

Contract Period : 18 months Working Hours : 9am to 6pm Location : Mapletree Business City *occasional travel to the Punggol Digital District Summary Responsible for advancing procurement policy, process, capability, and delivery across company's procurement as well as Whole of Government (WOG) ICT procurement. The Division plays a dual role: • supporting company's own digital and technology delivery needs, and • shaping, enabling, and governing WOG ICT procurement practices through standards, frameworks, platforms, and advisory support. This position is designed as a hybrid Procurement Excellence and Procurement Partnering role, combining system level policy and capability development with hands on strategic partnering to enable agencies and business divisions to deliver outcomes through fit for purpose, risk based procurement. Key Responsibilities 1. Strategic Procurement Partnering • Act as a trusted advisor to assigned business divisions/agencies, developing strong understanding of their objectives, delivery pipelines, and risk profiles. • Advise early on procurement strategy, sourcing approaches, and contracting models to enable timely and defensible delivery. • Identify opportunities for demand aggregation, reuse of contracts, and alignment to procurement strategies. 2. Procurement Policy, Standards & Frameworks • Develop, interpret, and operationalise procurement policies, templates, playbooks, and contract standards. • Translate policy intent into clear, usable guidance for agencies and procurement teams. • Shape and evolve procurement frameworks (e.g. bulk tenders, risk based pathways, new ICT sourcing models). 3. Tools, Platforms & Product Thinking • Own or contribute to procurement platforms and products (e.g. P2P processes, SaaS Marketplace, standard contract templates). • Apply product thinking to improve procurement user experience, cycle time, and compliance. • Leverage data, automation, and AI enabled tools to improve procurement effectiveness and insights. 4. End to End Procurement Advisory • Lead and advise on procurements from requirement shaping to award. • Support the design of evaluation frameworks and commercial models that balance delivery, value, risk, and sustainability. • Provide clear recommendations on trade offs and risk positions, escalating appropriately where needed. 5. Market Engagement & Vendor Governance • Guide appropriate supplier engagement and market sounding activities. • Bring market insights and supplier feedback into policy, framework, and template improvements. 6. Capability Building & Enablement • Build procurement capability across • Capture and share lessons learnt, good practices, and emerging trends. 7. Governance & Continuous Improvement • Establish and uphold procurement guardrails while enabling innovation and pilots. • Identify systemic pain points, risks, and inefficiencies; propose improvements to policies, tools, and processes. • Engage central agencies, legal, finance, and risk stakeholders to align on procurement directions.
