Role Overview The HR & Finance Manager is responsible for leading EVOLV's corporate services functions, ensuring sound financial stewardship, robust HR practices, strong governance, and efficient business operations. The role supports the organisation's continued growth by overseeing financial planning, talent management, and corporate administration. Working closely with the Chief Corporate Officer and Senior Management Team, the HR & Finance Manager ensures that EVOLV maintains highs tandards of accountability while supporting a dynamic, fast-paced creative and production environment. Key Responsibilities Finance & Corporate Planning Support the preparation of annual budgets, financial forecasts and cashflow projections. Manage full sets of accounts together with external accountants where required. Ensure timely month-end and year-end financial closing. Manage grants, Government funding and funding utilisation. Support strategic financial planning and long-term sustainability initiatives. Financial Controls & Governance Develop and maintain financial policies and internal controls. Ensure compliance with procurement policies and approval frameworks. Coordinate annual external audit and statutory reporting. Liaise with auditors, ACRA, IRAS and regulatory authorities. Maintain corporate governance documentation and Board papers relating to finance. Human Resource Management Lead recruitment, onboarding and employee confirmation processes. Develop HR policies and employee handbook. Oversee performance appraisal and promotion exercises. Manage employee relations and disciplinary matters. Ensure compliance with MOM employment regulations. Develop succession planning and talent retention initiatives. Coordinate staff engagement and wellness programmes. Learning & Organisation Development Develop annual training plans aligned with organisational capability development. Manage SkillsFuture and Government training grants. Coordinate leadership development and technical training programmes. Maintain employee training records and competency framework. Support career development pathways for employees. Procurement & Administration Work with Chief Corporate Officer to manage office leases, insurance, facilities and corporate assets. Ensure business continuity plans are maintained. Support office expansion and corporate projects. Risk Management & Compliance Maintain organisational risk register. Ensure compliance with funding agreements. Qualifications Degree in Accountancy, Finance, Human Resource Management, Business Administration or related discipline. Professional qualifications (CA Singapore, ACCA, CPA, IHRP or equivalent) would be advantageous. Experience Minimum 4–5 years of relevant experience in finance and HR management. Independent worker yet able to work with a team Experience in media, creative agencies, communications or professional services is an advantage.
