Position Overview The Chief Executive Officer (CEO) will be responsible for leading the company’s overall business strategy, operations, and growth, while ensuring the establishment and maintenance of robust governance, risk management, compliance, and operational frameworks in accordance with the expectations of the Monetary Authority of Singapore (“MAS”). The CEO will play a critical role in driving the company’s business expansion, overseeing financial performance, managing key strategic relationships, and ensuring the company’s readiness and ongoing compliance as a MAS-regulated financial institution. The successful candidate will possess strong leadership experience in payments, fintech, digital banking, or financial services, with a deep understanding of Singapore’s regulatory environment and the ability to effectively engage regulators, stakeholders, and strategic partners. Key Responsibilities 1. Business Strategy, Leadership & Operations · Bear ultimate responsibility for the company’s overall business performance, P&L, operational effectiveness, and long-term growth strategy. · Develop, communicate, and execute the company’s strategic roadmap to achieve business objectives and expand the company’s market presence. · Lead and oversee all business and functional teams, ensuring operational excellence, effective resource allocation, and alignment with the company’s strategic goals. · Foster a culture of innovation, continuous improvement, and customer-centricity across the organisation. 2. Regulatory Leadership & Governance · Ensure the company’s operations, governance framework, and internal controls are aligned with MAS regulatory expectations and applicable requirements under the Payment Services Act (“PSA”). · Oversee the establishment and continuous enhancement of governance, risk management, compliance, and operational frameworks. · Work closely with Compliance, Legal, Risk, and other functional teams to ensure effective implementation of regulatory requirements. · Maintain accountability for ensuring the company satisfies MAS Fit and Proper requirements, including competence, honesty and integrity, and financial soundness. 3. Regulatory Engagement & Licensing Management · Serve as the primary representative of the company in engagement with MAS and other relevant regulatory authorities. · Lead regulatory communications and provide strategic direction on licensing matters, regulatory risks, and compliance considerations. · Support the successful execution of licensing initiatives, including preparation, submission, and follow-up of regulatory applications and enquiries. · Monitor regulatory developments and assess their impact on business strategy and operations. 4. Strategic Partnerships & Market Expansion · Personally lead the development and management of strategic partnerships with banks, financial institutions, payment networks, technology providers, and key commercial partners in Singapore and the broader ASEAN region. · Identify and capitalise on new business opportunities, strategic alliances, and potential expansion opportunities. · Build and maintain strong relationships with key stakeholders within the financial and regulatory ecosystem. 5. Financial Management & Business Sustainability · Oversee the company’s financial performance, budgeting, capital allocation, and long-term financial sustainability. · Ensure effective management of financial resources while supporting strategic investments and growth initiatives. · Drive initiatives to maximise shareholder value and strengthen the company’s competitive position. 6. Product & Technology Leadership · Champion digital transformation and innovation initiatives. · Oversee the development and execution of technology and product strategies to enhance customer experience and operational scalability. · Ensure technology capabilities support business growth while meeting regulatory and risk management expectations.
