Company Overview The client is a main contractor specializing in hotel, residential, and commercial projects, offering project management and design-and-build services. Job Summary Manage comprehensive HR functions including recruitment, onboarding, work pass administration, payroll support, and employee relations to ensure compliance and operational efficiency in a construction-focused environment. Responsibilities Manage the full recruitment cycle by posting TAFEP-compliant job advertisements, screening candidates, and coordinating interviews for project and site roles Facilitate onboarding processes to ensure smooth orientation for new hires and manage offboarding clearance procedures for exiting employees Administer work pass applications, renewals, and cancellations (e.g., EP, S Pass, Work Permits) through MOM portals to maintain legal workforce compliance Support payroll processing by tracking claims, administering leave records, and ensuring timely CPF submissions each month Maintain accurate employee records and databases to support HR operations and compliance with the Employment Act Monitor and support employee relations initiatives and staff wellness programs to foster a positive workplace environment Preferred competencies and qualifications Diploma, Degree, or equivalent qualification in Human Resource Management, Business Administration, Building Construction Management, or related fields with interest or experience in sectoral HR Proven experience in human resource administration or operational HR, preferably within construction, engineering, or built environment sectors Strong knowledge of Singapore Employment Act, MOM regulations, and TAFEP fair consideration frameworks Proficiency in MS Office applications (Word, Excel) and familiarity with HRIS or payroll software Excellent interpersonal communication skills, ability to maintain confidentiality, and highly organized multitasking capability
