1. JOB SUMMARY 1.1. The Programme Executive is pivotal in managing active ageing programmes, daily assisted living services, and the alert alarm system. 1.2. This role involves supervising volunteers and programme coordinators ensuring the smooth operation of centre activities. 1.3. Responsibilities include handling fund applications and budgeting for active ageing programmes and senior care initiatives. 1.4. The Programme Executive collaborates with internal teams, external partners, grassroots leaders, and Integrated Community Care Providers (ICCPs) to implement targeted events, all while maintaining a service-oriented approach with a pleasant and passionate disposition towards elderly clients. 1.5. The Programme Executive is also accountable for achieving key performance indicators and operating guidelines issued by the Agency for Integrated Care (AIC). 1. KEY RESPONSIBILITIES AND ACCOUNTABILITIES 1.1. Strategic Programme Management 1.1.1. Lead the strategic planning and development of programmes aligned with AIC and organisation initiatives. 1.1.2. Ensure programmes meet the performance indicators and operating guidelines issued by AIC. 1.2. Community Support & Engagement 1.2.1. Develop and implement strategies to recruit and engage seniors within the service boundary to achieve the annual allocated target. 1.2.2. Strengthen existing relationships and identify new community partners to support and address the needs of seniors. 1.2.3. Proactively engage community partners to cooperate and work together in community projects that benefit the greater population. 1.2.4. Establish and maintain collaborative partnerships with Integrated Community Care Providers (ICCP), grassroots organisations, healthcare agencies, and community stakeholders. 1.3. Administrative & Reporting Duties 1.3.1. Design and implement accurate management of enrolments, attendance, visitation logs,and programme records. 1.3.2. Lead procurement and financial tasks including budgeting, quotations, invoicing, fee collection, cash handling, and banking with oversight of resource allocation. 1.3.3. Oversee documentation processes: manage report submissions, claims, filing, and assist in audit preparation. 1.3.4. Maintain inventory and tracking of supplies; supervise regular stock checks. 1.3.5. Track and report on administrative KPIs, including data accuracy, timeliness of submissions, and compliance with documentation standards. 1.4. Team Leadership & Volunteer Management 1.4.1. Supervise and support team members in handling crises, complaint and reporting procedures effectively. 1.4.2. Provide guidance on operational best practices and ensure adherence to centre policies. 1.4.3. Oversee volunteer role design, recruitment, training, deployment, engagement, and appreciation in alignment with the organisation's Volunteer & Community Engagement (VCE) guidelines. 1.4.4. Participate in service development and quality improvement initiatives. 1.5. Fund Management & Administrative Oversight 1.5.1. Handle fund applications and ensure proper documentation for financial management and reporting. 1.5.2. Monitor and track Active Ageing Centre KPIs,including programme participation and Community Screening Tool administration. 1.5.3. Ensure proper documentation and confidentiality of client data in relevant management systems. 1.6. Centre Operations & Compliance 1.6.1. Oversee the daily operations of the Active Ageing Centre, ensuring compliance with best practices, operational guidelines, safety protocols, and service requirements. 1.6.2. Ensure that the centre meets all operational standards, directives, KPIs, and Ministry of Health (MOH), AIC healthcare directives. 1.6.3. Supervise the procurement and replenishment of supplies to ensure smooth operations. 1.6.4. Perform any other duties as assigned by the Head of Department or Executive, supporting overall centre functioning and operational goals. JOB REQUIREMENT Diploma or Degree in Healthcare Operations or related field with relevant experience. Minimum 2 years of experience working in an eldercare setting, with demonstrated competency in eldercare communication. Proficient in Microsoft Office applications, including Word, Excel, and PowerPoint. Able to multi-task, manage time effectively, and work both independently and collaboratively in a team.
