Assistant Director (Finance Operations) - Paya Lebar

You are responsible for the overall management of Air Force Training Command (AFTC)'s finance operations which includes achieving budget marksmanship, proper and prudent use of public funds as well as streamlining finance processes for efficiency. - Oversee budget plans across the entire Command to ensure proper and adequate use of allocated budget - Serve as Audit Liaison Officer to conduct finance audits, educate units on common audit findings, and implement effective internal controls - Review finance workflows with the aim of providing a seamless finance experience - Provide monthly expenditure analysis to for updating of units' spending and budget utilisation - Design dashboards that surface meaningful insights from financial data to drive desired organisational outcomes - Co-design finance policies in collaboration with stakeholders to ensure compliance, effectiveness, and adaptability - Participate in the wider RSAF Finance Community's innovative efforts Challenge(s) - Navigating multi-domain policies beyond the finance domain to enable units to achieve their operational objectives, requiring a strong willingness to learn and adapt - Keeping abreast of finance policies to ensure knowledge relevance and proper application - Supporting the wider RSAF Finance Community, including RSAF events and overseas exercises, while managing the demands of the role - Education in Accountancy, Finance, Business Administration, or a related field - At least 6 years of relevant experience in finance operations, budget planning and administration, and financial governance is preferred - Knowledge of costing and resource optimisation, performance management, financial analysis, and business partnering - Proficiency in financial systems and data visualisation tools to design dashboards and conduct expenditure analysis is advantageous - Independent and self-motivated, with the initiative to learn and resolve issues proactively - Growth mindset with a positive attitude - Team player with good interpersonal skills Only shortlisted candidates will be notified.
