Assistant Director (Personnel Support & Engagement) - Navy

You lead the Personnel Support and Engagement Branch (PSEB) as a one-stop agency for the full suite of personnel support functions across the active Republic of Singapore Navy (RSN) population. You will drive ground engagement, oversee frontline HR operations across multiple bases, and spearhead HR digitalisation initiatives to enhance the efficiency, consistency, and quality of HR service delivery across the RSN. - Serve as the central point of contact for end-to-end personnel support services across the active RSN population - Oversee front desk operations to respond to all servicemen's queries on leave entitlements, transport allowances, medical benefits, and financial incentives - Develop and execute multi-channel communication plans to keep all servicemen informed of changes to HR matters - Spearhead the implementation of HR digitalisation initiatives within the RSN, including pilot testing and full-scale deployment of digital solutions - Establish and monitor Key Performance Indicators (KPIs) at both branch and organisational levels - Build and strengthen strategic partnerships with RSN Formation Manpower Branches Challenge(s) - Balancing competing priorities and managing an increasing administrative workload within manpower bandwidth constraints, requiring constant process streamlining and creative re-engineering of workflows - Maintaining an up-to-date and comprehensive knowledge of key Administrative, HR, and Manpower directives to ensure all personnel support functions are executed correctly - Education in Service Delivery, Human Resource, or a related field - At least 6 years of experience in HR operations, with experience in driving the development and implementation of new processes and systems being advantageous - Good knowledge of key Administrative, HR, and Manpower directives - Familiarity with HR Information Technology (IT) systems - Strong organisational acumen with the ability to recommend effective service-level solutions - Proven ability to lead a team to drive implementation and results - Good communication and interpersonal skills - Innovative mindset with a commitment to continuous improvement Only shortlisted candidates will be notified.
