About this role

JOB OVERVIEW We are seeking an experienced and detail-oriented Quantity Surveyor & Contracts Administrator to support PM Group's project delivery in Singapore. The role is responsible for the full project cost management lifecycle, from feasibility estimates and cost planning through procurement, contract administration, construction cost control, and final account close-out. The successful candidate will oversee both pre- and post-contract commercial activities, ensuring consultancy and construction contracts are accurately prepared, administered, and managed throughout the project lifecycle. KEY RESPONSIBILITIES 1. Cost Planning & Design Development Prepare feasibility studies, conceptual estimates, cost plans and project budgets throughout the design development stages. Conduct comparative cost studies and value engineering exercises to optimise project value while meeting functional and technical requirements. Carry out cost checks during design development to ensure the project remains within the approved budget. Advise the project team on design modifications and cost-saving opportunities without compromising quality, programme or project objectives. Develop and maintain project cash flow forecasts and life cycle cost assessments. Establish cost planning, cost control and change management procedures for project delivery. 2. Procurement & Tender Management Develop procurement strategies and advise clients on appropriate contract forms and commercial arrangements. Prepare tender documentation, including Bills of Quantities (where applicable), schedules of rates, pricing documents, and contract conditions. Manage the complete tender process, including issuing tender documents, responding to tender queries, coordinating tender clarifications, and issuing addenda. Evaluate tender submissions, undertake commercial analysis and benchmarking, and prepare tender evaluation reports with award recommendations. Support commercial negotiations with tenderers and assist in contractor and consultant appointments. Review contractor securities, insurance policies, warranties and other contractual requirements prior to contract award. 3. Cost Control & Commercial Management Monitor project costs throughout construction and maintain accurate cost forecasts and cost-to-complete reporting. Assess, negotiate and certify progress claims, variation orders and final accounts in accordance with the contract. Prepare monthly commercial reports covering budget status, commitments, variations, contingency utilisation, cash flow and forecast final cost. Administer project change control and ensure all commercial impacts are properly assessed, approved and documented. Monitor commercial risks and recommend mitigation measures throughout the project lifecycle. Support project managers in maintaining financial governance and commercial performance across multiple projects. 4. Contracts Administration Draft, review and administer consultancy and construction contracts throughout the project lifecycle. Manage contractual correspondence, notices, instructions and formal communications in accordance with contract requirements. Administer contract variations, extension of time (EOT) assessments, claims and change orders, ensuring appropriate substantiation and approvals. Monitor contractual obligations, deliverables, key milestones, insurance, warranties, bonds and defects liability periods. Maintain contract registers and ensure contractual records are complete, accurate and up to date. Advise project teams and clients on contractual risks, compliance obligations and dispute avoidance strategies. Support the resolution of contractual disputes, claims and commercial negotiations, liaising with legal advisers where necessary. Manage contract close-out activities, including final account settlement, release of retention monies, warranties and performance securities. 5. Stakeholder & Project Support Collaborate closely with the stakeholders to support successful project delivery. Participate in project meetings and provide commercial advice on cost, procurement and contractual matters. Prepare commercial reports and presentations for clients and senior management. Maintain awareness of current market pricing, construction trends and procurement best practices. Contribute to the continuous improvement of PM Group's commercial management systems, procedures and templates.
