About this role
The Senior Assistant Director, Digital Services is a key leadership role within the Infotech and Digital Transformation Department at PUB. The role is responsible for leading a team of Application Analysts to implement and maintain key public-facing IT systems and digital services. Lead and manage the planning and implementation of key digital services systems such as corporate website, e-services, Building Plan Submission System, conduct application testing, application updates, to ensure the project is implemented within budget and in accordance with schedule and compliance requirements. Understand PUB’s business processes and work closely with both internal and external stakeholders to review business processes for tighter ops-tech integration and identify opportunities to streamline operations and design end-to-end digital solutions. Provide advice and assistance to users to identify relevant and appropriate digital solutions, as well as options to integrate technical and application components to identify solution to serve PUB’s customers and partners better and ensure a good user experience. Manage contracts and portfolio of digital services vendors supporting PUB key public facing applications. Validate design and effort of change requests for quality, reliability, maintainability, and reasonableness. Manage the performance of the vendors to ensure high standards and quality of technical work including prompt response and support for technical issues and vulnerability mitigation measures. Oversee the competency development of application analysts and provide guidance and coach them through new and routine tasks. Handle audit queries and ensure audit and security compliance. Degree in Computer Science, Computer or Electronics Engineering or Information Technology. In lieu of a degree, a comparable combination of education and experience may be considered. Have demonstrated at least 10 years in project management experience in managing different stakeholders including business process owners, external vendors, and support teams; or prior experience in leading teams, projects, or programs. Demonstrated ability to organize, manage, and direct cross-functional teams to address and solve technical and business issues/ projects/activities with competing priorities. Experience in building project management teams and managing / mentoring junior resources and direct reports, vendor management and IT governance. Familiarity and knowledge of Government Instruction Manual policy, Policy on Application Infrastructure Architecture, Green Book standards and compliance requirements will be an advantage. Strong verbal and written communication, interpersonal and problem-solving skills. Results-oriented and able to work independently and cohesively in a team.
