JOB DESCRIPTION Manage end-to-end recruitment and staffing activities for both local and foreign employees, including sourcing, screening, interviewing, onboarding, and offboarding processes. Maintain accurate employee records, HR documentation, and personnel databases, ensuring compliance with company policies and statutory requirements. Oversee the administration of staff accommodation for foreign employees, including coordinating with appointed HDB realtor for suitable dormitories, managing tenancy agreements and renewals, monitoring occupancy, utilities usage and payment and ensuring compliance with MOM accommodation requirements, and company policies. Coordinate with various departments to facilitate effective communication and collaboration on HR-related matters. Assist in addressing employee relations issues, including handling grievances, conducting preliminary investigations, and supporting disciplinary processes in accordance with company policies. Coordinate and administer employee training and development programmes to support workforce competency and professional growth. Liaise with employment agencies on matters relating to the application, renewal, cancellation, and repatriation of foreign employees’ work permits. Submit online applications to the Ministry of Manpower (MOM) for foreign worker levy waivers during employees’ home leave periods. Process applications with MOM for levy concessions or conversions when foreign employees successfully obtain relevant certifications, including the ITE Healthcare (Home Care) qualification. Serve as the key liaison with government agencies and external stakeholders, including MOM, the Ministry of Health (MOH), Agency for Integrated Care (AIC), the Singapore Nursing Board (SNB), embassies, and other relevant authorities on matters relating to employment and foreign workforce management.
