About the Role We are seeking an experienced and qualified Resident Technical Officer (RTO) to support the supervision and monitoring of cable transmission infrastructure projects. The successful candidate will be responsible for ensuring that construction works are carried out in accordance with approved drawings, specifications, contract requirements, quality standards, and Workplace Safety and Health (WSH) regulations. The RTO will work closely with the Resident Engineer, Project Manager, consultants, contractors, and site teams to ensure smooth project execution and timely completion of works. Key Responsibilities Supervise and monitor daily construction activities for cable transmission works Ensure site works are carried out in accordance with approved drawings, specifications, and contract requirements Conduct regular site inspections and monitor workmanship quality Verify materials delivered to site comply with project specifications and approved standards Monitor civil works including cable trenching, duct installation, manholes, reinstatement works, and underground utilities coordination Record site progress, maintain daily site records, and prepare inspection reports Report site issues, defects, and non-compliance matters to the Resident Engineer / Project Manager Coordinate with contractors and subcontractors to resolve technical issues Ensure compliance with safety requirements, risk assessments, and safe work procedures Attend site meetings and coordinate with project stakeholders when required Assist in monitoring testing, inspection, and commissioning activities Requirements Diploma in Civil Engineering or equivalent recognised qualification Minimum 3 years of relevant experience in construction supervision works Registered / qualified as Resident Technical Officer (RTO) with relevant authority requirements Experience in cable transmission, power, utilities, underground infrastructure, LTA, or civil projects will be an advantage Good knowledge of construction methods, drawings, and site coordination Familiar with Singapore construction standards and Workplace Safety & Health requirements Good communication and reporting skills Able to work independently and manage site supervision duties Additional Benefits: Performance bonus (subject to company/project performance) Medical benefits Annual leave entitlement Transport / site allowance (where applicable) Career advancement opportunities Working Hours 5.5-day work week / site-based working hours (depending on project requirements) How to Apply Interested candidates are invited to submit their updated resume with details of relevant RTO experience, project exposure, qualifications, and expected salary to evonong@davyomega.com Only shortlisted candidates will be contacted.
