Regulatory Compliance Act as a registered WSHO under the WSH (Workplace Safety and Health Officers) Regulations. Ensure compliance with:WSH Act and subsidiary regulations.Singapore Standards and Codes of Practice.Zero Deviation Plan (AZDP).Client (LTA/SMRT) safety requirements.any other relevant and applicable safety requirements. 2. EHS Management System Implementation Implement and maintain the Project Safety Management System. Monitor compliance with project safety, health and environmental procedures. Develop and drive EHS improvement programmes and initiatives. 3. Risk Management Review and advise on:Risk Assessments (RA).Safe Work Procedures (SWP).Safe Work Method Statements (SWMS).Permit-to-Work (PTW) applications. Ensure new or revised work activities have suitable risk controls before commencement. 4. Site Inspection & Monitoring Conduct regular workplace inspections to identify unsafe conditions and unsafe acts. Inspect machinery, equipment, tools and work processes that may pose risks. Conduct EHS spot checks on staff and subcontractors. Verify compliance with Permit-to-Work requirements. 5. Training & Competency Conduct and manage:Project EHS Induction.EHS Refresher Training.Toolbox Briefings.Safety Awareness Programmes. Train supervisors on safety requirements. Maintain training and induction records for employees, contractors and visitors. 6. Incident Management Report, investigate and follow up on:Accidents.Dangerous occurrences.Near misses. Liaise with management, MOM, LTA, SMRT and other authorities where required. 7. Contractor Safety Management Review contractors':Risk Assessments.Method Statements.Permit-to-Work requests. Ensure contractors comply with project work instructions and EHS requirements. Conduct contractor audits and inspections. 8. WSH Committee Administration Serve as Secretary of the Project WSH Committee. Organise:Monthly WSH Committee meetings.WSH inspections. Track committee actions and follow-up items. 9. Permit-to-Work (PTW) Control Inspect work areas before PTW issuance. Ensure hazards are controlled prior to work commencement. Verify compliance throughout PTW validity period. 10. Emergency Preparedness Support emergency planning and drills. Ensure emergency arrangements, evacuation routes and response plans remain effective. Participate in Safety Time-Out (STO) and emergency response reviews. 11. Safety Campaigns & Continuous Improvement Organise:Safety Time-Outs (STO).Health and Wellbeing programmes.Safety campaigns.AZDP initiatives. Promote proactive reporting and Stop Work Authority. Requirements Bachelor's Degree in Engineering or a related discipline. Registered Professional Engineer (PE) or equivalent professional accreditation is advantageous. Minimum three (3) years of post-registration practical experience relevant to Land Transport Authority (LTA) rail projects. Demonstrated experience in the planning, design, construction, testing, commissioning, or maintenance of rail transit systems and infrastructure. Familiarity with LTA standards, specifications, procedures, and regulatory requirements for rail projects. Solid understanding of railway engineering principles, safety requirements, and project execution methodologies. Experience working with multidisciplinary teams, contractors, consultants, and government agencies on rail-related projects. Excellent communication, stakeholder management, and problem-solving skills. Ability to work independently and manage multiple project priorities within a fast-paced environment.
