The Government Partnerships & Engagement Group (GPEG) work towards building a collaborative government that fosters partnerships and engagement (PE) with citizens, empowering them to take action for a better Singapore. GPEG coordinates whole-of-Government (WOG) public engagement efforts and partnership initiatives to ensure robust policies, strengthen trust between government and citizens and encourage civic participation. GPEG comprises 2 key functions: • The Planning and Development team drives WOG public sector PE strategies and initiatives, builds organisational PE capacity, and enhances the PE capabilities of public officers. • The Singapore Government Partnerships Office serves as a first-stop for those seeking to partner with the Government. The SGPO facilitates interactions between partners and government agencies, and develops resources to support these partnerships. As part of the Planning and Development team, you will have the opportunity to drive the digital transformation of the PE landscape across WOG, shaping how agencies engage and manage stakeholder relationships through technology. A core part of this role is the business management of PE tools and systems, including the Central Stakeholder Repository (CSR). You will drive the business direction, make key decisions on priorities and requirements, implement change management and represent GPEG in engagements with agencies, ITD, and external vendor(s). Key Responsibilities: • Drive the digital transformation of the PE landscape across WOG, identifying opportunities to enhance and expand the use of technology in stakeholder engagement and partnership management. • Set the overall business direction and priorities for PE tools and systems, including reviewing and approving requirements before submission to ITD and vendor(s). • Lead key agency engagements, handle escalations, and ensure agency feedback is considered in business decisions. • Make decisions on issue prioritisation at regular meetings with ITD and vendor(s) and maintain agreed service levels. • Determine UAT scope and provide final business sign-off before changes are deployed to production. Experience • At least 3 years of experience in digital transformation, product or system management, change management, or a related field, preferably within the public sector. • Experience managing technology products or enterprise systems, including working with IT teams and vendors, as well as coordinating cross-agency engagements or initiatives at a WOG level. • Experience with business process documentation and technology transition, decommissioning projects or change management process would be an advantage. Competencies • Strong strategic thinking and the ability to translate business needs into clear requirements and priorities. • Excellent stakeholder management and communication skills, with the ability to engage effectively across different levels and functions. • Sound judgement in decision-making, particularly in balancing competing priorities and managing escalations. • Strong project management skills, with the ability to oversee multiple workstreams and drive initiatives to completion. • Ability to work both independently and collaboratively, including leading and motivating a team. • Familiarity with agile or iterative product development processes would be an advantage.
