About this role

The National Marketing Office (NMO) at MDDI has two broad remits: a) Strengthen government marketing communication (marcom) campaign efficiency and effectiveness, by developing and proliferating marcom best practices across government agency communications teams, developing and operationalising marcom governance frameworks and initiatives, and facilitating the coordination of marcom efforts across the whole of Government (WoG); and b) Support the delivery of a unified SG nation brand to enhance Singapore’s perception and favourability, through strategic thrusts such as Brand Adoption, Brand Governance and Brand Advocacy. In order to deliver these outcomes, NMO also develops and operates a government martech platform, which aims to enhance marcom campaign planning and execution across the WoG. NMO is looking for a dynamic and collaborative officer to lead product operations, drive user adoption, and support the continuous enhancement of the government martech platform. This role sits at the intersection of marcom governance, martech system operations, stakeholder engagement and data-driven decision-making. The officer will work closely with government agencies, internal stakeholders and industry partners to ensure that the platform is able to deliver meaningful value to users and strengthen campaign planning, reporting and performance measurement across government. Key Responsibilities Proliferate Marcom Best Practices Drive the adoption of data-driven marcom planning across the WoG through: • Developing and delivering user communications, training materials, webinars and training sessions • Engaging marcom officers across WoG to understand their operational pain points, challenges adopting best practices, and/or desired support from central, analysing feedback and improving proliferation strategy Lead Product Operations for Government MarTech Platform Contribute to the success of NMO’s government martech platform product team by: • Driving user adoption through planning and execution of go-to-market strategy (e.g. user training, development of self-help materials, etc.) • Developing and operationalising product operations procedures (e.g. escalation, etc.) to handle user feedback and manage incidents • Regularly analysing user feedback over time and using insights to advise the platform product development team on future product improvements and feature prioritisation. • Developing and operating, with the support of product engineers where needed, the required monitoring of product data quality, utilisation, and other key metrics as may be deemed necessary to support early identification of product issues or failures for prompt remedial action • Overseeing and managing data ecosystem supporting the continued operation of the government martech platform including vendors, government marcom teams, government statistics and research units, and any other data providers as may be brought in over time to support the development of more sophisticated martech capabilities. This responsibility includes: o Monitor data quality of externally provided data to ensure completeness, timeliness, and accuracy o Undertake the necessary activities to rectify issues identified (e.g. engagement with data provider, contract administration, etc.) o Plan and execute procurement of new data, where necessary • Background in Business, Marketing, Communications or related disciplines. • At least 5 years' experience in marketing communications, campaign planning, stakeholder engagement, programme management, policy implementation or related functions in the public or private sector. • Good understanding of marketing communications planning, measurement and industry developments. • Experience engaging and coordinating multiple stakeholders across organisations and disciplines. • Experience with martech, marketing analytics or marketing innovation would be a strong plus. • Experience and ability to perform data analytics and use common dashboarding tools…
