The Smart Nation Group – Digital Government (SNDG), under the Prime Minister's Office (PMO) and administratively managed by the Ministry of Digital Development and Information (MDDI), is at the forefront of the Singapore Government's digital transformation. We shape and implement strategies and policies to achieve our vision of a Digital Government that is Digital to the core and serves with heart. This includes building long-term digital capabilities for the public sector, driving innovation across Government agencies, and ensuring digital services are user-centric, secure and resilient. The Government Data Division (GDD) within SNG plays a central policymaking role in advancing data governance excellence across the public sector. Its responsibilities include: (a) formulating and implementing whole-of-government (WOG) data policies that guide the strategic management, sharing, and utilisation of data as a national asset; (b) identifying and driving new initiatives to improve the exchange of data within Government agencies, and sharing of Government data with commercial partners and the public; and (c) strengthening data governance by developing policies relating to responsible use of data, as well as driving the development of capabilities, institutionalizing structures and standardising tools for WOG. You will be part of a team refreshing strategies, spearheading capability development policy and efforts, and driving the implementation of high impact initiatives to advance public sector data governance outcomes, as Functional Lead for data. For candidates appointed at Assistant Director level, you are expected to lead the work and guide officers in the team. Key initiatives include • Develop capabilities of the public sector data workforce, through e.g. design training roadmap, put in place comprehensive learning interventions, develop training content where necessary • Deepen cross-agency learning and capability uplift, through designing and running Community of Practice (CoP) and other collaboration • Work with agencies to deep dive into their data governance challenges and co-develop solutioning and relevant learnings for WOG • Partner agencies to extract good data governance practices for WOG learning • Shape career pathways through e.g. refreshing competency framework and designing structured progression routes, so as to enable fulfilling and attractive careers • Develop capability development strategies/ policies and translate them into workplan for Data Functional Lead role This role offers a unique opportunity to work with stakeholders to shape capability development strategies/ policies at a systems level and drive their implementation across the public sector. We are looking for someone with experience in capability development and policy/strategic planning. Applicants should have: • Experience in one or more of the following: o Policy and strategy o Strategic planning o Data Governance and policy o Functional lead o Training and development o Organisational / Workforce development o Capability building o Leading a team (for Assistant Director-role) o Industry development • Qualifications in related domains such as public policy, Business, Law, Information/Computer Science, Data Analytics/Statistics, Engineering • Experience working in the Public Service, or demonstrable alignment with the Public Service core values would be useful • Assistant Director appointment should preferably have experience leading projects, supervising or mentoring officers, coordinating cross-functional teams, or managing senior stakeholders The ideal candidate possesses the following skills: • Policymaking, strategic planning, capability building and/or industry development • Strong systems perspective and able to see the big picture • Good perspective taking skills, able to analyse issues from different agencies’ standpoints • Strong communication and interpersonal skills that can create a consensus on action from a wide spectrum of e…
