Operations Manager, Mechanical & Electrical

Report to Head of Operations / Senior Operations Manager. Responsible for the overall management of the Mechanical & Electrical (M&E) operations of One Raffles Place to meet Grade A commercial building standards. Job Description Develop and implement Standard Operating Procedures (SOPs) and departmental Business Continuity Plan (BCP) to improve operational efficiency and productivity. Develop plans and manage daily operations for One Raffles Place to ensure excellent standards are achieved and requirements are met according to agreed service levels. Engage and align all stakeholders with clear, results-oriented communication. Lead and supervise M&E team and Outsourced Service Providers. Liaise with government authorities and consultants to ensure full compliance with building and statutory requirements/regulations. Implement safety and health measures in strict compliance with the WSH Act and all relevant regulatory requirements. Manage capital replacement works, asset enhancement initiatives and maintenance repair/replacement whenever assigned. Perform any ad-hoc duties or assignments as assigned by Management. Review contracts' specifications to ensure cost effectiveness and competitiveness. OPEX/CAPEX Prepare and conduct tender exercises for OPEX/CAPEX works such as replacement, upgrading or redevelopment works and manage such works according to timelines. Prepare approval papers for OPEX/CAPEX requests. Prepare budgets for OPEX/CAPEX works and manage the annual maintenance/expenditure within approved budget. Mechanical & Electrical Management of Mechanical & Electrical (M&E) and monitoring of outsourced service providers: Administer all contractual obligations and timely renewal of maintenance contracts for all M&E-related works. Evaluate the work quality of outsourced service providers and ensure that a high standard of maintenance and operational efficiency of the buildings are achieved at the agreed service levels.
