QAQC (Power Plant at Jurong Island) Responsibilities Report progress and quality issues directly to the Project Manager and Project Director to ensure alignment with project goals Establish and enforce quality standards and requirements to meet project specifications and regulatory compliance Develop and implement quality management plans and procedures tailored to project needs Conduct internal QAQC inspections and audits on all construction work, materials, and equipment to verify compliance Lead the QAQC team to execute regular inspection and audit regimes, ensuring consistent quality control Address and resolve quality issues, non-conformances, and complaints related to materials, workmanship, and equipment promptly Implement corrective and preventive actions to mitigate quality risks and improve processes Monitor ongoing compliance with quality standards and specifications throughout project execution Provide targeted training on quality assurance and control to project teams to enhance competency and awareness Review and approve all quality documentation to ensure accuracy and completeness Coordinate quality-related matters with subcontractors and suppliers to maintain standards across all parties Develop and maintain quality metrics and Key Performance Indicators (KPIs) to track quality performance Participate actively in project planning and design reviews to integrate quality considerations early Ensure all quality documentation is complete, accurate, and readily accessible for audits and reviews Facilitate continuous improvement initiatives to enhance quality management effectiveness Communicate quality objectives and expectations clearly to all project teams to foster accountability Coordinate with regulatory agencies to ensure adherence to quality requirements and standards Conduct both internal and external quality audits to verify compliance and identify improvement areas Submit comprehensive QAQC records and checklists to the Employer’s Representative in a timely manner Attend defects inspections alongside the Employer’s Representative to address quality concerns Prepare and manage the QAQC handover regime to ensure smooth project closeout Document all QAQC-related records, inspection forms, and site memo closures for traceability Establish preventive and corrective measures for site execution to minimize quality risks Lead supervisors and task teams in conducting Quality Management (QM) and Conquas assessments Liaise with BCA and other authority agencies regarding QAQC matters to ensure regulatory compliance Submit detailed QAQC reports for project and authority review to support transparency and accountability Required competencies and certifications Degree in Engineering or Quality Assurance/Quality Control (QAQC) Minimum 5 years of experience in QAQC managerial roles Over 10 years of experience in power plant construction with a focus on QAQC practices Proficient with BCA Conquas or Quality Management (QM) courses Knowledge and certification in ISO 9001 and other relevant ISO standards Familiarity with Singapore local and international regulations and standards applicable to power plants Possession of all mandatory training certificates required for a QAQC Manager Preferred competencies and qualifications Ability to start work on short notice is advantageous
