HR Manager (Construction Industry) Key Responsibilities Manpower planning : Forecast, plan, and deploy manpower resources across construction sites to meet project timelines. Recruitment & onboarding : Source, interview, and hire site workers, engineers, and office staff; manage onboarding and induction programs. Payroll & workforce administration : Oversee payroll systems, overtime calculations, CPF contributions, and ensure timely salary disbursement. Compliance & permits : Handle MOM permit applications, renewals, and ensure adherence to employment laws and safety regulations. Training & development : Develop training programs for site safety, technical skills, and leadership development. Employee relations : Manage grievances, disciplinary actions, and foster positive workplace culture. Performance management : Implement appraisal systems, monitor KPIs, and support career progression. Stakeholder communication : Prepare HR reports for management, liaise with contractors, and support project managers. Requirements Degree/Diploma in HR Management, Business Administration, or related field. 5–10 years of HR experience, preferably in construction or heavy industry. Strong knowledge of MOM regulations, WSQ standards, and workplace safety compliance. Proficiency in HRIS systems (Info Tech, SAP, or similar). Excellent communication, leadership, and problem-solving skills. Key Competencies Ability to balance site manpower needs with compliance requirements. Strong organizational and multitasking skills in fast-paced project environments. Effective negotiation and conflict resolution abilities. Analytical mindset for manpower cost control and productivity reporting.
